Who or what is sending up gas prices?

Who or what is sending up gas prices?
I've heard it was OPEC doing it, then Bush went to Saudi Arabia to get prices down, but I also heard once that it was the oil refineries afraid that one day there would be no more gas to sell and were trying to get there money now. Now I'm confused. Who or what is making prices so high?

Here's the idea: For the rest of this year, DON'T purchase ANY gasoline from the two biggest companies (which now are one), EXXON and MOBIL. If they are not selling any gas, they will be inclined to reduce their prices. If they reduce their prices, the other companies will have to follow suit. But to have an impact, we need to reach literally millions of Exxon and Mobil gas buyers. Pass this on to all the people you know and have them to do the same thing

No all the above answers are wrong!!!!!!!! The men who bid on the gas prices everyday are the ones responsible. Thre was a special on the news talking about how much money they make in a year which is between 2million and15million depending on the oil company
